Information on Japan

Japan's Policy on Climate Change

The Government of Japan has approved on April 28, 2005 the Kyoto Protocol Target Achievement Plan drafted by the Global Warming Prevention Headquarter. In line with the Plan, the Government of Japan is committed to make every effort in combating the climate change towards the realization of the 6% reduction target under the Kyoto Protocol. The information below is an outline of policies and is not an official record by the Government of Japan.

Kyoto Protocol Target Achievement Plan

The Plan has approved by the Cabinet on April 28, 2005.

Summary of Japan's Climate Change Policy

The Governement of Japan has taken measures to tackle the climate change, where adopted the Climate Change Action Plan (1990) and the Climate Change Programme (1998) and the Guidelines for Measures to Prevent Global Warming (1999). The Government has adopted the New Climate Change Programme on 19 March 2002, which aims to stipulate policies and measures necessary for the achievement of the 6% emissions reduction commitment under the Kyoto Protocol. The Government also submitted to the Diet the Bill on Amendments of the Climate Change Policy Law as well as the Kyoto Protocol for its approval to becoming a Party to the Protocol. After the passage of the Bill as well as Diet's approval, the Government became a Party to the Protocol and upgrade the Climate Change Policy Programme into the Statutory Kyoto Target Achievement Plan.

Under the Climate Change Programme, the Government of Japan shall conduct comprehensive review of the progress of the Programme in 2004 and 2007. And also, the Climate Change Policy Law stipulates that the Kyoto Protocol Target Achievement Plan would be developed in the entry into force of the Protocol. Based on the results of these reviews and consultations with various stakeholders, the Government drafted the Plan to ensure the achievement of the 6% emissions reduction commitment.

Under this acquisition plan, the Ministry of Economy, Trade and Industry (METI) and Ministry of the Environment (MOE) have commissioned NEDO to carry ourt credit acquisition. Japan's GHG Emission

In efforts to comply with Article 4 and 12 of the Convention and other relevant decision of the Conference of the Parties, Greenhouse Gas Inventory Office (GIO) developed the inventory of Japan's GHG emission. The data files including GHG Emissions Data and National GHG Inventory Report, which were submitted to the UNFCCC by the Government of Japan, are downloadable

Mandatory GHG Accounting and Reporting System

The amended Climate change policy law states that from 2006 April 1, business operators that emit a mass volume of Green House Gases (GHG) are obliged to report to the government. The government will compile the accounted GHG and would make the outcomes public. All gases and all business operators with mass emissions are in the scope of this scheme

Japan's Voluntary Emissions Trading Scheme (J-VETS)

Outline of the Voluntary Domestic Emissions Trading Scheme
The purpose of this scheme is to foster the business operator's voluntary effort to reduce Green House Gases (GHGs) cost-effectively and certainly and to accumulate knowledge and experiences regarding emissions trading. This scheme started in 2005 by the initiative of the Ministry of the Environment.


Kyoto Mechanisms

CDM/JI Project Approved by the Government of Japan

According to the Modalities and Procedures of the Clean Development Mechanism (17/CP.7), CDM project must be approved by Parties to the Kyoto Protocol. Based on this requirement, the Government of Japan approved the following projects.

Guidelines for Approval Projects Relating to JI/CDM

Procedures and other requirements are set forth regarding the approval of Joint Implementation (JI) and Clean Development Mechanism (CDM) projects carried out on behalf of Japan, as a Party to the Kyoto Protocol. These procedures are based on the "Institutional Arrangements in Japan for Utilization of the Kyoto Mechanisms," a Decision of the Steering Committee of the Global Warming Prevention Headquarters made on 22 July 2002.
