Japan's Voluntary Emissions Trading Scheme (J-VETS)
Outline of the Voluntary Domestic Emissions Trading Scheme

The purpose of this scheme is to foster the business operator's voluntary effort to reduce Green House Gases (GHGs) cost-effectively and certainly and to accumulate knowledge and experiences regarding emissions trading. This scheme started in 2005 by the initiative of the Ministry of the Environment.

There are two types of participation to this scheme.

  1. Participants with a reduction target
    Participants who promise a certain reduction or energy saving would be subsidized the facilities and would be provided an allowance.
  2. Participants in the emissions trading
    Participants that wish to trade must register. Trading participants do not have an initial allowance for emission. The invitation of public participation will begin in the end of year 2006.

* Participants in both categories must be a legal entity in Japan.
