To create an enabling environment for CDM/JI, JKAP provides assistance in capacity building. In order to meet various needs, capacity building activities include information dissemination on procedural and technical aspects of CDM/JI, training to acquire techniques of formulating Project Design Documents, and assistance to stakeholders playing key roles in planning and implementing CDM/JI projects.

Information Dissemination/Awareness Raising
GEC / IGES / JBIC / JICA / NEDO / OECC
On the outset of the capacity building activities, JKAP supports in information dissemination and awareness raising of the basic knowledge of the Kyoto Mechanisms. To date, major movements of developing international as well as domestic institutions of CDM/JI, have been advanced by "learning-by-doing" approach. In this regard, it is extremely important that CDM/JI stakeholders be continuously well informed of those developments. Under JKAP, there are several programmes to assist you in obtaining such information, provided as below.
 
 
Acquiring Techniques of PDD Formulation and Developing Baseline Methodologies
GEC / IGES / JBIC / NEDO / JICA
Projects under the Kyoto Mechanisms must comply with decisions by the Conference of Parties (UNFCCC), and other key organizations such as the CDM Executive Board. Especially, in acquiring techniques of project design documents and developing baseline methodologies, stakeholders need intensive as well as extensive knowledge on the complexity of the rules. JKAP's programmes provide assistance to upgrade the strength of stakeholders capacity in this regard.
 
 
Human and Institutional Capacity Building of Host Countries
IGES / JBIC / JICA / NEDO
Host countries play key roles in CDM/JI project activities. Since finding and supporting reliable partners in host countries would contribute Japan's CDM/JI project activities, as well sustainable development of our partners, JKAP promotes human and institutional capacity development through various programmes.
 
 
Capacity Building of Financial Sector
IGES / JBIC / NEDO / JCF
Meeting financial needs is a fundamental condition to implement CDM/JI project activities. Nevertheless, since the institution of the Kyoto Mechanisms is relatively new, knowledge and information are yet to be well diffused to key stakeholders, including financial sector people. Recognizing the important roles to be played by financial sector, JKAP provides assistance to them in acquiring knowledge so that they may be involved properly in CDM/JI projects.

[IGES] Institute for Global Environmental Strategies
CDM Programme
Ministry of the Environment Japan (MOEJ) has launched a capacity building programme for the Clean Development Mechanism and the Joint Implementation in developing countries or economies in transition, and appointed the Institute for Global Environmental Strategies (IGES) as an implementing organization. The CDM programme has conducted activities for increasing capacities related to human, institutional and operational aspect of CDM in particularly those 6 countries; namely, Cambodia, China, India , Indonesia , the Philippines and Thailand . The programme has been publishing textbooks for CDM (CDM in CHARTS), database of the registered CDM projects (IGES CDM Project Database), and the CDM Country Guide which provides country-specific information for CDM project planning and preparation (http://www.iges.or.jp/en/cdm/report.html). In FY2007, the CDM programme continues its activities for government officials and private sectors and prepares publications with updated information for assisting the realization of CDM in the host countries of Asia.

[NEDO] New Energy and Industrial Technology Development Organization

Focused on the developing countries of Asia , NEDO is conducting CDM capacity building activities not only to elevate awareness and understanding of the mutual benefits of CDM projects but also to help establish CDM acceptance systems in host countries. These activities are also intended to lead to smooth implementation of CDM projects.
NEDO has edited and published CDM manuals for Thailand and Vietnam and has organized working groups tasked with making an actual PDD (Project Design Document) as case studies in Indonesia and Cambodia .
Since the Asian CDM Seminar, held in Tokyo in March 2002, NEDO has hosted or supported CDM seminars and workshops in Thailand , Mongolia , China , the Philippines , Malaysia and Vietnam .
Especially in China, NEDO has been cooperating with the Chinese government by means of capacity building to set up provincial CDM centers in Hebei province and Shandong province. In the fiscal year 2006 NEDO has served capacity building program focused on some industry sectors such as the iron and steel industry and the cement industry, and the results are encouraging proposals to be applied to both NEDO's Feasibility Studies (FS) and Credit Purchase Program.

   
 
   
 
[JICA] Japan International Cooperation Agency
Assistance by Japan International Cooperation Agency(JICA) focuses on capacity development, which includes institution-building, organization strengthening and human resource development. This is designed to assist people in the developing countries to become self-reliant, solving their countries' problems through their own efforts. The field of cooperation covers widely, such as environmental management, mining industries, energy conservation, infrastructure, agriculture, and so forth. Regarding CDM/JI, JICA implements its cooperation mainly in two fields as follows:
  1. capacity development of Designated National Authorities (DNA)
  2. capacity development of sector ministries for each field of CDM/JI projects (such as renewable energy, energy conservation, afforestation and reforestation, etc.)

[GEC] Global Environment Centre Foundation
As a CDM/JI Capacity Building activity, two types of publications are issued. the ''CDM/JI Manual for Project Developers and Policy Makers'', which comprehensively summarises information about CDM and JI, is publicised. Another publication is the ''CER Estimation Toolkit'', which assists the initial estimation/calculation of expected emission reductions generated from CDM projects, is publicised. In addition, results of CDM/JI Feasibility Studies conducted since 1999 are publicised on the website.

[JBIC] Japan Bank for International Cooperation

JBIC has been actively involved in the project formation, has organized a series of seminars in Eastern Europe, Asia, Latin America and a seminar with Prototype Carbon Fund of World Bank on Kyoto Mechanism, and has concluded cooperation agreements with the host countries etc.. These cooperation agreements were signed with the International Emissions Trading Association (IETA), World Bank, two regional development banks, governments and financial institutions of host countries. Through these activities, JBIC has made contribution to the improvement of institutional framework and capacity of host countries to implement CDM and JI projects.
Furthermore, since 2005 JBIC has held seminars on the attractiveness and potentiality of carbon credit business to mainly Japanese companies in major cities of Europe, America and Asia such as London, Frankfurt, Sao Paulo, Hong Kong, Tokyo and Osaka. JBIC will continue to support carbon business by Japanese companies through disseminating activity and proposing the new carbon business model.

   
 
   
 
[JCF] Japan Carbon Finance

Japan Carbon Finance, Ltd. (JCF) purchases CERs, ERUs (ERs) and other credits on an up-front payment or pay-on-delivery basis. As well as purchasing credits, JCF would further promote CDM/JI and other GHG emission reduction projects by bearing early-stage costs, such as those for validation and PDD preparation, and by extending necessary advice and assistance.

[JETRO] Japan External Trade Organization

Utilizing its global network of more than 70 overseas offices, the Japan External Trade Organization (JETRO) works with government organizations and related bodies in Latin America, the Middle East and Central and Eastern Europe, Africa to hold capacity building seminars for local firms and Japanese companies operating in the region.

   
 
   
 
[OECC] Overseas Environmental Cooperation Center

The Kyoto Mechanisms Information Platform is a major information vehicle of the JKAP Framework. By providing basic information, the Platform assists stakeholders to reduce the risk and cost, and realize smooth business activities in this field. Since the Overseas Environmental Cooperation Center, Japan (OECC) has strength in its wide network among officials and businesses of developing countries, based on its 10 years history of international environmental cooperation. OECC also serves as the Secretariat of the Asia-Pacific Seminar on Climate Change, where major Climate Change players in the region freely exchange views, experiences and lessen learnt.
