Finally, stakeholders are also provided with supports and incentives toward Kyoto Mechanisms Activities at the Credit Issuance stage. At this moment, it includes the credit purchase scheme and the establishment of the National Registry System.
     
  Credit Purchase  
 
  As the major financial incentives given to Kyoto Mechanisms Stakeholders, the following NEDO's and JCF's schemes to purchase credits from project activities. Kyoto Mechanisms Credit Acquisition Project was launched in July 2006, and JCF's scheme was launched in late 2004.

Kyoto Mechanisms Credit Acquisition Programme

NEDO is implementing the "Kyoto Mechanisms Credit Acquisition Programme" under the basic principles of (1) acquring credits in a cost effective manner while reducing credit acquisition risks, and (2) preventing global warming by supporting sustainable development in Non-Annex I countries. (FY2007 Maximum Contract Amounts for Credits delivered FY2007-2013: 40.7 billiion yen)
In order for Japan to achieve its Kyoto Protocol target, NEDO aims to acquire secure and cost-effective credits, sufficient to achieve the target, through two different methods:
Acquisition from credit issuers (TypeA): NEDO acquires credits directly from credit issuers (the UN CDM Executive Board (CDM) and Annex I countries (JI and GIS)) participating in projects. NEDO signs emission reduction purchase agreements (ERPA) with other project implementers or it signs agreements with Annex I countries in case of GIS.
Acquisition from project implementers and others (Type B): NEDO purchase credits under ERPA from project implementers and others who have acquired or will acquire credits. While payment for credits is made on delivery, in principle, up-front payments can be made, subject to contract terms.

[JCF] Japan Carbon Finance

Japan Carbon Finance, Ltd. (JCF) purchases CERs, ERUs (ERs) and other credits on an up-front payment or pay-on-delivery basis. As well as purchasing credits, JCF would further promote CDM/JI and other GHG emission reduction projects by bearing early-stage costs, such as those for validation and PDD preparation, and by extending necessary advice and assistance.

  National Registry System  
 
  The National Registry is the registry to ensure the accurate accounting of the issuance, holding, transfer, acquisition, cancellation and retirement of Kyoto Units (Assigned Amount Unit; AAU, Removal Unit; RMU, Emission Reduction Unit; ERU, Certified Emission Reduction; CER).

[METI/MOE] Ministry of Economy, Trade Industry Ministry of the Environment

Japan, Ministry of Economy, Trade and Industry (METI) and Ministry of the Environment (MOE) shall develop and operate the national registry as Administrators of the National Registry, according to the decision of Global Warming Countermeasures Promotion Headquarters, July 19, 2002. Since 2002, METI and MOE has prepared the national registry system and development of core functions as opening accounts, domestic transferring, has completed. Japan starts operation of the National Registry for Japanese legal entities to ensure accurate accounting of the holding, transfer, acquisition of Kyoto Units.
