assessment of feasibility of a project, or a simulation
of validation. Also it is essential to find reliable partners
to materialize your project plan. JKAP supports CDM/JI
stakeholders to prepare and increase the readiness for
the project implementation stage. |

Will the project qualify for CDM/JI? This
is the first question many project developers face. JKAP's support
measures solve project problems, such as CDM/JI eligibility, and help
determine economic viability. The following scheme is also meant to
be a financial assistance for transaction cost like the cost of preparing
PDD, a burden to many project developers. |

CDM/JI Feasibility Study (FS) Programme has been conducted since 1999 in
order to realise auspicious CDM/JI Projects targeting greenhouse gas (GHG)
emission reduction and sink strengthening. The Feasibility Studies are
selected and adopted through public calls for proposals and then the consideration/review
by a committee composed of third-party experts. The implementing organisations
complete Project Design Documents (PDDs) as well as evaluate the project
feasibilities and profitabilities.
Note that application for this FS Programme must be made through Japanese
partner organizations. Such Japanese partner organizations should take
the principal responsibilities to implement the Feasibility Studies.

Feasibility Study Program explores the potential for implementing CDM/JI
projects, like energy conservation technology projects, in which GHG emission
reduction technologies are transferred to host countries. Entrusted Japanese
private companies, whose proposals were selected through a public solicitation
process, implement the studies. The survey shall be done within a fiscal
year and the maximum project expenses, including the cost for developing
the PDD, are 25 million yen. |

The Japan External Trade Organization (JETRO) is entrusted by Japan's Ministry of Economy, Trade and Industry (METI) to supervise the "Feasibility Study on Global Environment and Plant Vitalization Projects", in which Japanese firms, with their technologies and know-how, conduct feasibility studies in developing countries. JETRO publicly invites Japanese companies to submit proposals for these feasibility studies.
The program is intended to support and accelerate the formation of Yen Loan Projects in areas such as plant re-vitalization, infrastructure development, IT and human resources.
Feasibility studies relating to the Clean Development Mechanism (CDM) are considered among the emphasized projects on which JETRO places importance, as the completion of Yen Loan Projects could lead to Certified Emission Reductions (CERs). |

The preparation and formation of CDM/JI projects involves multifaceted studies which require expertise in a broad range of fields. However, even in the case of high-priority projects, developing countries are often unable to undertake detailed project planning because of financial and technical limitations. In such cases, when a country requests or indicates the intention to request JBIC's financial assistance, JBIC can carry out a Special Assistance for Project Formation (SAPROF) study, additional assistance for the developing country to plan the effective project. JBIC also can carry out a study for preparation of Project Design Documents. |

Japan Carbon Finance, Ltd. (JCF) purchases CERs, ERUs (ERs) and other credits on an up-front payment or pay-on-delivery basis. As well as purchasing credits, JCF would further promote CDM/JI and other GHG emission reduction projects by bearing early-stage costs, such as those for validation and PDD preparation, and by extending necessary advice and assistance.
